Recently, after updating my system's memory, GTA V reset its graphics to the maximum settings. At that level I achieved 30-40 frames per second. I adjusted all the options using the video guide, but lowering them didn’t improve the performance much. I’m frustrated because I want a stable 60 fps without noticeable lag. Note: This issue only occurs in online play. In story mode everything runs smoothly, often hitting over 100 fps. Your specs include an Intel Core i7-3770, GTX 1650, and a fast SSD. What steps can help the game or GPU deliver more frames?

That’s a CPU bottleneck indeed. It seems the system is handling more work than it should while online. Cut down on unnecessary background tasks. Adjust settings in Windows or BIOS that you believe could boost performance. I can share many PC tweaks to maximize efficiency, though achieving real improvement requires significant effort.
