The motherboard appears damp on the back. It might be under the VRM, but I'm unsure if it's causing any issues. (ROG B450-E)

There are oils and other film-forming materials from PCB production. This dark appearance is typical for such products and doesn't pose a hazard (unless as noted by @HanZie82, you accidentally spilled something).

It's not necessarily a problem if you see it next to the VRM; it can be normal depending on the context.
