With a 6-core hyperthreaded processor offering 12 logical cores, shouldn’t that be the maximum number a program can utilize simultaneously? I’ve noticed it often surpasses 40 concurrent cores.

Simultaneously yes. In reality processors rapidly change what they're processing to accomplish more tasks than their available threads allow.
