Normally you'd be able to use apples mdm solution, but the ipads are too old for that, because reasons. So i am looking for alternatives to manage multiple ipads. We have around 35 ipads at work. And either my googlefu isn't strong enough, or it looks like a shitshow. And if there's a way to manage the layout of apps, so the layout of all ipads would be identical, that'd be great too. Any suggestions and advise is appreciated.

Do you require each device to maintain unique data, or are you fine with resetting them to restore these settings? If all iPads share the same model, you might connect them to your Mac and apply the Apple Configurator settings directly (including layout adjustments). This tool is also designed to be automatic—once your Mac is trusted, the system can apply changes automatically whenever you connect the iPad. Some users have a Mac Mini with multiple iPad docks, allowing them to re-flash the device to the desired configuration. I think you achieve this by building a blueprint in the configurator, though I’m not certain it works with very old devices.

They’re okay to reset or restore things. I’m asking my colleagues to compile a list of all the apps they wish to use. These aren’t all the same version. Since we don’t have Macs, Windows tools would be the best choice.

I've discovered the most effective method so far. Setting up one iPad and syncing with iCloud seems to work well. After resetting the second iPad, restoring from the iCloud backup is possible. Limitations can be managed via restrictions, especially with the new screen time feature. Although a bit complicated, it's functioning as intended.
