Use Disk Utility to insert the USB HDD/SSD, then choose the drive during installation.

It looks like you can likely run the installer on a functional Mac and choose the USB in the drive list. The main issue here appears to be that your Mac isn’t working properly. If it isn’t, consider finding an image you can copy onto the USB drive. Alternatively, you could boot into Recovery Mode and use Disk Utility to select the USB, which might display an older installer like 10.13. It’s a good starting point.

Internet Recovery lets you set up macOS on a USB stick. Check if you're connecting a flash drive, external hard drive, or external SSD. Using the first two methods may result in very slow performance.

Thank you all for your assistance. I'm currently testing the Internet Recovery method. It appears to be functioning, though it's downloading and installing iOS. I'll send Karma Points for each of you.
