I know everyone here isn't exactly passionate about Macs but this is one of my family member's laptop and the Apple forums aren't that helpful, so here I am. Since that is the case I don't know the exact actions that caused this problem but here's the gist of it. So this happened after the Early 2014 Macbook Air was upgraded from Mavericks to El Capitan. The problem is whenever there is an attempt to Shutdown, Restart or Log Out, all the apps would quit but then it would just stop there. The top bar would disappear but the computer would never actually Shutdown, Restart or Log Out. The only way to turn off the computer is to hold down the power button. Spotlight can still be used to open applications and that would bring the top bar back. Then it'll just sit there in limbo, never logging off. Consider backing up your apps and data with a time machine, then reinstall via the recovery partition for a fresh setup. This helps prevent upgrade issues that can arise. To begin your Mac from the recovery partition, press cmd+r immediately after the startup sound.
