there seems to be a difference in performance between Windows 7 and 8.1 with your GTX 970. In Windows 7 you could overclock it well, but now with Windows 8.1 you're only getting stable results up to +15 on core and +700 on memory. Both your clock speeds are dropping to 324 MHz, which is below the default settings. You might want to try other options besides reverting to Windows 7.
I figured out what the issue was. The "power option" wasn't available in "high performance," but when I enabled it, I reached the desired results as mentioned earlier—I use afterburner. Thanks!
