I know it’s likely not due to thermal throttling unless the cooler was installed incorrectly. The RAM shouldn’t be the cause either. Could it be a driver problem? Was this your first installation, or have you used this system before without issues?

I noticed my frame rate stayed low despite a 5,3600. After checking, thermal throttling was the issue, which improved performance by about ten frames. It’s possible CPU drivers were affecting the clock speed.
