40 degrees is acceptable. Utilize tools such as hwinfo to observe temperatures via windows rather than navigating through the BIOS.
You haven’t set up the operating system yet? It seems you’re running the built-in cooler, which might make it run a bit warmer than a bigger air cooler, but that’s okay for now. If you really wanted to improve things, applying new thermal paste would be a good next step—upgrading the cooler would be even better.
Budget. I allocated 2,000 euros and ended up with about 20 euros remaining plus more options, which means staying within the stock price range is challenging.

The temperatures are fine. Just, please don't use the original thermal paste that came with the cooler, it becomes a strong glue/adhesive over time, if you decide to replace the cooler after a year or two there's a high chance you'll rip the CPU from the socket together with the cooler and you'll have a really hard time separating them (the CPU and the cooler).
