I performed the task and received ping stats for the default gateway from the ipconfig command. The results show 44 packets sent, 44 received, and no losses (0%). Round trip times ranged from a minimum of 1ms to a maximum of 4ms, with an average of 1ms. I’m not sure why this data is useful, but that’s what came out.

Let it operate quietly for a while using your device (consider running a speed test). Then stop it and share your performance numbers once again. What you're doing is exchanging data only through one segment of the network (the initial hop). Your Wi-Fi card is clearly the bottleneck. If this keeps showing low latency, jitter, and no packet loss, we can verify the issue lies upstream—such as your wireless access point, router, or ISP.

Consider testing with the provided link: https://www.waveform.com/tools/bufferbloat. Also, ensure Energy Efficient Ethernet, Gigabit Lite, and Green Ethernet are turned off in your network adapter configuration.

Yes, those two points (the checks you mentioned and the 191x7 issue) largely point to an ISP setup problem, modem malfunction, wiring or cabling concern (possibly inside or outside your home), or a network device linked to it. If you haven’t altered your cabling, reaching out to your ISP would be a good next step. You can also attempt to restart all equipment if you haven’t already.
