Over the past year I've experienced poor ping in League of Legends and other games on EU West servers. Previously I had 70-80 ping, which is acceptable (though not ideal), but now it's fluctuating. I'm unsure what's causing the issue and would appreciate any guidance. Thanks ahead for your help.

Your ISP might be struggling. Comcast here I’m consistently losing at least 10% of packets coming from my home. Even if you’re connected via cable, there’s little you can do except verify there aren’t software issues on your computer (which seems unlikely given the packet loss #11) and then contact your ISP to confirm if they can improve bandwidth for your node. Of course, this isn’t a guaranteed fix—internet behavior can be unpredictable (similar to my experience).
It's strange how things were fine before they began to decline.
ISPs may alter their routing paths. From the traceroute data, there are 16 hops with latency recorded at hop 8. However, you're tracing the wrong target. Access the game, open "netstat -ao," identify the process ID, then run "tasklist" to see which program it's linked to. Only after confirming the connection should you perform a traceroute. Searching for info on Google won't resolve this issue with the specific game.
