I’m experiencing poor performance with minimal GPU utilization (10%-30%) while playing DX11 titles. My CPU usage remains low, indicating no CPU limitation. Both GPU and CPU temperatures stay moderate, around 40°C, suggesting the hardware isn’t overheating. The GPU clock speed doesn’t increase during gameplay, and temperatures stay near 40°C without significant rise. CPU temperatures consistently stay below 75°C. Games using DX12, Vulkan, and OpenGL are functioning normally with high GPU usage (98%-99%). Heaven and Superposition operate correctly. Titles like Valheim, 7 Days To Die, and Rise of the Tomb Raider work well in DX12 mode. Only DX11 games such as Dirt Rally 2.0 and Star Wars Squadrons exhibit this problem. Jedi Fallen Order is the only DX11 game that runs smoothly. I’ve updated to the latest NVIDIA driver and tested older versions from a few months back. I removed MSI Afterburner and Riva Statistics Tuner. My system specs are: Ryzen 5800X, Asus B550f, 32GB Crucial Ballistix 3600 CL16, Asus 1080Ti. The GPU was transferred from an older build. I set up this system in August but noticed the issue recently. Anyone else have faced this? Any suggestions for next steps?

I've already experimented with various solutions just to get some laughs while fixing this GPU usage problem in DX11. I turned off SMT for the 5800x, overclocked the GPU, lowered its speed, set the fans to maximum, played games in fullscreen and windowed, and tried gsync on and off. Also experimented with vsync on and off.
yeah well, while not exactly the same probably , things change... for the longest time dx12 would run like shit for me, now they updated stuff for the nth time, dx11 runs like shit in most games while dx12 runs just fine. however, that's usually only in games that have both like ROTTR dx11 only games work fine... bios + chipset likely candidates, otherwise ddu then reinstall gpu driver
Thank you for your reply, Mark Kaine. I'm testing the latest BIOS and chipset drivers. Just ran DDU and reinstalled the GPU driver, but still no success.
I chose to repaste the GPU just in case. The thermal readings weren’t the main cause of throttling, yet they weren’t ideal either. Repasting slightly lowered the temperatures, but it didn’t address the DX11 issue. I wasn’t sure it would fix that specific problem, but cooler temps usually mean lower heat.
