I'm planning to use Doom as my testbench because it's the simplest to verify. My system specs include an MSI GTX 1070 i7-4790 at 3.2GHz, 16GB DDR3 RAM at 800MHz, and a 2TB HDD spinning at 7200 RPM. The problem I'm facing is that after running Doom, I'm getting around 24 frames per second with a GPU load between 10-30% and CPU load between 30-50%, while still having about 8GB of free RAM. After Doom finishes, I run it at ultra resolution (1920x1080 at 60fps) in borderless mode using one monitor (usually two are available). I've also experimented with lowering the graphics to medium settings without changing performance or usage. Before you suggest trying Vulkan, it's impressive—both Vulkan and OpenGL gave similar results (Vulkan dropping roughly 4-7 FPS). Here are the Steam details:
