Your new PC struggles to maintain over 30 FPS with shaders, dropping to about 100. It runs an i7-8700K and an RTX 3070 Ti, but only supports core 5 and 10.

I only adjust a few options besides adding OptiFine and using my shader pack. My system has 32 GB of RAM, and I upgraded Minecraft from 12 GB to 32 GB.

Then you ponder why it behaves so strangely... Minecraft shaders are a mysterious craft, and the creator of Optifine lacks the expertise to make them effective. Optifart was already average before GLSL shaders were integrated, now it's barely functional. Consider using Fabric with Sodium and Iris, or Forge with Rubidium and Occulus.
