So my gaming PC has a GTX 1070, an Intel Core i5 7400, Corsair CX650M PSU, and I often experience low FPS in Fortnite, usually not exceeding around 100 FPS, then dropping to 3-16 FPS every few seconds. In Rainbow Six Siege, I rarely reach even 70 FPS on the lowest settings.

Could your CPU be handling the graphics tasks while your GPU is idle?

The bottleneck is clear. My brother's 970 is too high compared to 7400 in many games; the 1070 would be similar. Increase the graphics settings, as your GPU isn't being used effectively.

On my Athlon X4 paired with a GTX 970, the average performance is about 75, though there are occasional drops to around 60... x-x

What are the steps to adjust the graphics settings? If you're unsure, I'm limited in my assistance.

In the game, adjust the graphics settings. For instance, if you're using low quality graphics, switch it to high.

Just adjust your settings to high. You’re already familiar with making those changes if you’re on lower levels. Keep tweaking until you see improvement.
