The 3700X with a 2070 might be reaching its power ceiling of the PSU. I suggest using a minimum of a 550W quality unit for this setup. It's also wise to verify that all drivers, BIOS, and Windows are current. Running the graphics driver check and reinstalling it via GeForce Experience is another practical approach.

Chipset and GPU drivers are current, I attempted to remove the GPU drivers but it didn’t fix the problem before.

Sorry, I couldn't capture screenshots. The GPU is running at 65-70% usage with a temperature of 63°C, while the CPU is at 25-30% utilization at 60°C.
