I’ve been experiencing low FPS in GTAV after a long break. Even online, I’m averaging about 65 fps while moving around the map. I’m puzzled as to why my performance stays so slow despite having a 2070, Ryzen 7 3700X, 32GB DDR4 at 3133Mhz on an NVMe SSD that isn’t full. The loading screen runs at 64 fps and drops sometimes. VSync is off and I’m using 1080p full screen.

After a long time and coming back, it might mean some of the content isn't current. Reinstall the newest drivers for your GPU. Download the latest chipset drivers for your board from the appropriate website—Amd or the official site depending on which is most recent. Make sure to update Windows to version 1909 at least; many people are upgrading to 2004, and I plan to do it soon.

just to mention, my GPU usage is very low, peaking around 30%, while the CPU stays near 40%. I've installed the latest drivers, and Windows is the most recent version available. I've already verified the game files and removed the user profile for GTAV. Additionally, I'm maintaining a consistent frame rate of 70 fps whether I'm in my CEO office or outside looking at a wall or through a window.
