Here’s a rewritten version of the text:

I'm experiencing significant performance issues in CS:GO, despite having optimized my system and utilizing the latest Nvidia drivers. My goal is to achieve smooth gameplay at 240Hz with my monitor, but I'm consistently struggling with frame rates.

On Mr. uLLeticaL’s FPS benchmark, I only manage around 260 frames per second. In-game, my FPS often drops below 100, making it difficult to maintain a consistent experience. My hardware setup includes an i7-8700K processor, 16GB of RAM at 2667MHz, a 500GB SSD with read/write speeds of 3200mb/s and 1800mb/s respectively, and I'm running Windows 1909. Previously, after a complete system reset and installing only essential software, I achieved over 400 FPS on the benchmark map. However, my frame rates have reverted to their current levels (around 260fps) and I’m concerned about needing frequent resets.

I've already taken steps like adjusting Nvidia control panel settings but need further assistance in understanding why my performance has degraded so significantly. I'm desperate for solutions beyond simply aiming for 30 FPS.

Have you run something like Malwarebytes (free) to check if there is some malware hogging resources? Or run a full virus scan to be sure you don't have a mining virus stealing GPU resources? (although MB would probably find that too)

How about the
full
virus scan? Including an offline scan?

Is the CPU or GPU hitting at or near 100% usage during the game?

Brother can you contact me asap if you fixed it, I got a similar inexplicable low fps on a good pc, Running with Gtx 1080 i6700 3.40 GHZ 16 gb ddr4 ram. I am getting like 120fps on Cs Go, I have optimized my windows, and cs go I have razer cortex for closing background items, and I also tried playing without it aswell. Gpu usage around 20% and cpu around 40% temperatures don't go higher than 60 celcius, this is really getting on my nerves. I have done countless fixes in both CMD and Regedit, Nothing helped, My cpu drivers bios updates nvidia drivers Everything is updated fully and I can not find why I can not get higher fps than 150... I beg you please someone help me with this.
