Here’s a rewritten version of the text, aiming for clarity and conciseness:

“I recently purchased a gaming PC with an RX 580 and Ryzen 5 2400G processor. I've installed Steam and some games like Siege and CS:GO, but am experiencing performance issues primarily within CS:GO. At 1920x1080 resolution with low settings, I’m only achieving 80-90 FPS. Switching to a 4:3 aspect ratio doesn’t improve the frame rate.

I tested other games including Siege and ran the benchmark at 1080p with medium settings, consistently averaging 160 FPS – indicating the system is capable of higher performance. I've tried several troubleshooting steps: setting the power plan to ‘performance,’ adjusting the GPU power limit in Global Wattman to 50%, and attempting to disable the integrated Radeon Vega graphics through the BIOS (though my limited BIOS options made this difficult). I’m using the latest drivers (19.1.1) and have ruled out driver corruption.

My concern is that CS:GO might be heavily utilizing the integrated GPU within my Ryzen 5 processor instead of my dedicated RX 580. My specs are: RX 580 4GB, Ryzen 5 2400G (3.6 GHz), 8GB DDR4 RAM, 1TB HDD, and a 128GB SSD.”

Okay so nothing is particularly wrong with your system.
I assume you have an a320 mothboard and can't overclock you processor
Edit: I see it's a HP pavilion now.
I also assume your monitor is plugged Into your gpu since it didn't give a score on the Vega graphics
What I see is you have 45% background cpu usage during the test. You might try to monitor task manager and see what's up
