4c/4t? Also, my friend uses a GTX 1060 with an i5 4460 and achieves 70-80 fps. I checked reviews based on my specs and they all mention about 80 fps.

Not typical, yet widespread. I manage 105-125 fps with a 6th gen i5 clocked at 3.0 GHz in 1440p using these configurations... You might experiment with 96, 97, 98, 99 or 100 resolution settings since your processor performs better. I chose 95-99 to reduce strain on my CPU. Lowering it further causes visuals to appear too soft, 95-99 are areas that barely stand out. Hope this assists.

A slight increase in frame rate. Pop-ins appear quite limited at both high and ultra settings. You can adjust it to your preference, though I tend to favor the lower frame rate.

after testing various configurations, nothing seems to resolve the issue. I maintain the same FPS numbers whether on ultra or low settings, so reinstalling might be worth considering.

If the frame rate remains the same from ultra to low settings, the issue likely lies with your PC and requires you to investigate independently.
