This situation seems unusual, and I'm mainly sharing it to check if anyone understands why it's happening. In modern multiplayer on Windows 10, performance is limited to around 230fps, though it fluctuates between 190 and 230 regardless of your hardware or in-game settings. This is the maximum achievable. What stands out is that Windows 7 didn’t have such restrictions when the game was released—many players reached 400+ fps, and similar titles now often hit 700+ with better gear. I've already tried compatibility mode and other tweaks, but I’m unsure how to improve this further. The main goal is higher frame rates, especially at around 500fps for competitive play, which would be impressive if possible.

Have you tested the newest update for Windows 7? The older version on Windows 10 appears to have been fixed, so you might need to revert to Windows 3.1.

MW3 is only one of several games I enjoy, and I favor Windows 10 for various reasons right now, making it not really worthwhile. It’s more about fixing something tidy if that’s what you’re after.

It's understandable if you're confused. Just a couple of years ago, I could run the game at full frames on Windows 7, but since then there haven't been any updates.

presuming this is a directx9 title.. there's some limits in the implementation of directx9 in windows 10, for example the modded skyrim folks complained about the game not being able to use all of their VRAM in windows 10.. i've never looked into it, and i've never followed up on it, i just know that at some point that was a thing.

Although every Windows release since Vista has featured a compositor, it's tightly integrated into the OS to the extent that disabling it isn't possible. In Windows 7 this wasn't true. Windows 10 performs better than many think, especially for newer games, though it can struggle with mouse input lag and high frame rates. I suspect developers intentionally capped DWM in Windows 10 to reduce bugs and improve stability.

Third-party antivirus often causes fewer disruptions compared to Windows Defender, which remains active until another program is added. The current Windows Server version is lighter but I’m unsure if certain games will function properly. On Vista, the desktop experience was best, though the server edition worked mostly except for some games and their anti-cheat systems that couldn’t accept the OS.

It seems reasonable, though unexpected, that developers focused on mw3 during that timeframe with Windows 10. Other titles in the series don’t show the same pattern.

It doesn't seem to be a major drop in frame rate, as I consistently achieve the same performance at lower and higher resolutions. Other users with different hardware also reach the same peak FPS. It appears to be a natural ceiling for the game, and this version is only a couple of weeks old.
