My computer is quite old with a dual-core e2180 processor, GT730 motherboard, 4GB DDR2 RAM at 800MHz. However, running low-demand games such as GTA 4 and Fallout 3 still results in low frame rates and poor graphics performance.

That is a very low spec system, and although they meet the minimum requirements for the games, it does not mean you will get a great experience.
If money is tight, try to get upgraded to 8GB RAM at least which will give the system a boost all round.

GTA 4 is far from what it seems. R* misled people about the system requirements. That's right, we all agreed. Just consider the minimum and recommended specs as a poor guide for buying. It's rarely a solid reference. Instead, look at benchmarks for systems with similar specs—if you can't find one, use Steam's generous refund policy to try it out. There are other options, but some aren't legal, so I won't go into detail.

When you can afford an upgrade for GTA 4, pay attention to the shadows settings. The one that is overly optimized when set too high can be problematic.
