Assuming you’re trying to save money and are unsure about changing the fan, let’s start with the basics:
Have you taken off the CPU cooler from the mainboard?
Did you reapply thermal paste?
Is the fan making any sounds?
Right away, I can tell you your fan isn’t going to last much longer. It usually lasts about three months before the bearing wears out under the stress.

Otherwise, I strongly suggest upgrading your CPU fan. Not only will you regain your FPS and extend your CPU’s life, but it’ll also be much quieter.

If you opt for a replacement, ensure it matches your case and is compatible with your motherboard and socket. Suggested options include Scythe Fuma 2, Arctic Freezer 34 eSports Duo, NH-U12S, and premium choices like Dark Rock Pro 4 or NH-D15S.
I agree with @AlexaKitty. I'm also using Noctuas, which are almost completely silent and hard to describe. I haven't said a single bad thing about them, but they're quite pricey. Right now, I'm using the Noctua NH-D14 (16cm). That's the part where I don't have any issues with the stock cooler. I've spent hours trying different setups with the stock and cooler, and it keeps the CPU cool. However, it makes a loud jet-like noise, so it stays in my drawer. I haven't had much success with it either.
It's definitely your CPU cooler, and make sure it fits your case. Some fans are really large.
Your FPS drops because your thermals are too high and the CPU isn't ramping up well. Yes, swapping out a cooler or getting a new one would make a difference. An aftermarket model could even improve your performance. Ryzen handles heat better and makes the most of it to boost speed.
