JC3 runs smoothly at 4K with maximum settings. Even back in 2015, the graphics were decent for Witcher 3. I noticed texture flickering often, which made me hesitate about playing the game.

Omg finally, then it is the game fault, i thought my gpu may be damaged, thanks,, And is there any way to increase the draw distance of all games globally, like tweaking nvidia settings?

Games featuring sliders and presets typically keep their settings in a config file, such as INI or another extension. Most can be viewed in Notepad. For JC3, the configuration is saved in documents under Documents\Square Enix\Just Cause 3\Saves\0. The file appears as shown.
