Stuttering generally stems from a CPU bottleneck. It’s unrelated to having a lower-end build. He would be experiencing low FPS rather than stuttering. When paired with a 4790k and a 2080ti, even though both components are decent, the combination would cause significant bottlenecks and stuttering. In overclocked scenarios, I believe his CPU is adequate for that GPU. However, in such cases, a high-end build might still show stuttering. Perhaps the issue lies elsewhere—like HDD usage during gaming. Check your task manager, go to the performance tab, and observe the drive’s activity while gaming; this can reveal if resource constraints are causing the problem.

your disk used to be at full capacity often when you weren't playing games, so you should consider replacing it or switching to an SSD. also, installing games on an SSD is necessary for better performance.

I think that's probably the problem. You should figure out what's slowing down the HDD and stop, or switch to an SSD. The games need to run on the SSD for quick loading.

I experienced a bad drive that was failing, resulting in WDC black. My games would freeze for about 10 frames. It's quite noticeable.
After replacing it with a blue drive, the issue persisted, though I'm unsure if it was resolved.
It might indicate another problem is present.

Check if removing your games from the hard drive and installing them on an SSD improves performance, and see if moving Windows to the SSD speeds up startup. Also, consider whether high CPU usage during gameplay affects stability.

If it consistently hits 100%, it likely indicates heavy usage—possibly causing stuttering due to CPU constraints. Each game behaves differently in terms of CPU/GPU demand, so some may struggle while others perform well.
