How the performance change would be if you run your loop in the order described—fluid from reservoir to pump, then 240 radiator, CPU block, then to a 120 radiator before reaching your GTX 1070—is unclear. That ain't gonna work well.
For example, where does the fluid go after leaving the hot 1070? back to the cpu uncooled is all thats available since you don't have a 3rd radiator...
I would : cpu to 120 to gpu to 240 back to cpu

The sequence of loops is essentially irrelevant.
