I wasn't expecting Forza to make the switch to PC, especially without wheel support and if it's just a partial version like Xbox.

This is Microsoft at its core: exclusive to an OS without any real reason, sold only through their store, stripped of features like racing games or mouse support. Plus, they have VSYNC issues, no SLI or Crossfire, and fullscreen only. All the while they claim they care about PC gaming, but it's been this way for a decade, and any changes will likely come slowly.
