With a retail Windows 8/8.1/10 key you should be able to move it during motherboard changes. The problem arises with OEM keys from makers, which are typically tied to the boards.

Very likely you own the original equipment manufacturer version. It's inconsistent—some parts function, others fail. A possible approach is contacting MS and requesting activation, which can be costly when purchasing the operating system.
