I've encountered similar problems but full downloads only worked on active windows. I reinstalled, which resolved it faster. Also, exporting drivers first helped—using PowerShell admin mode with Export-WindowsDriver to D:\DriverBackup was effective. At least a quick reinstall then.

I’ll continue contacting the ISP; otherwise, switching seems to be the best option. I’ve tested it on another PC with a different OS and platform (AMD/Intel), and the problem persisted.
