Ethernet or WiFi? I was receiving roughly 197Mb (around 24.6MB/s) from my 200Mb service on Steam recently, wondering if I’d even reach half that over WiFi. EDIT: I’ll admit though, after installing my new modem/router, I was getting about a third of the speed I expected. A quick call resolved it. Definitely worth contacting your ISP.

Consider linking directly to the modem or switching to Ethernet via the router. I faced similar problems: inconsistent speeds, slow downloads, interruptions... No matter which Steam server I joined. When I connected straight to the modem, it immediately reached around 7Mb/s, and that remains my speed through the router's Ethernet link. WiFi isn't reliable for big downloads, even with AC1300.
