There should be another cable on the fans that you use to get them to turn on. There are RGB hubs you can buy (I know Cooler Master makes a few), though I can't comment on how good they are.

There is a SATA power cable available, but it doesn’t activate the fans, only the RGB lights.

Those fans are not receiving the correct signal. There should be a 3/4 pin wire that manages the fan speeds. Which fans are you connecting?

They are the integrated fan controllers. The RGB system lets you manage fan colors through your motherboard software instead of the built-in controls. Additional wires inside the case will handle the fans as well.
