Skyrim Civ 5 isn't recommended, as it's quite underwhelming. Fallout 4 feels really let down too.

Mm Divinity: original sin for rts. Or the port of Disgaea 1 that should arrive soon of steam. Free roam.... Shadow of Mordor Is an option.
