I've been playing TF2 often, but it's starting to feel repetitive. Are there any other first-person shooters that feature a rogue or vigilante character instead of traditional military teams? Just wondering.

Get it for a discount! Also, it’s lacking DLCs, so it doesn’t feel like it offers much content.

Essentially any RPG-inspired title would make a great base for Borderlands 2, as noted by bbrooking18 in December 2014.

Apologies, I revised my message. Borderlands 2 would be a good starting point, Skyrim can work in first person with swords or bows/crossbows (if you get Dawnguard).

People have mentioned Payday and Borderlands are excellent. I also suggest Double Action: Boogaloo—it's entertaining, quirky, fashionable, one-of-a-kind, and completely free. If you're looking for military FPS with high intensity, Insurgency is a great choice. It offers realistic and tactical gameplay without being slow, blending elements of ARMA and CS.

It seems you're feeling a bit disappointed. The game is still part of an army, and Gaben has already made some adjustments to Bioshock Infinite and Half Life 2.
