I checked the UEFI settings for system tuning and adjusted it to optimal. My Ryzen 5 3600 ran at 3.9 GHz, so I needed to revert to stock speeds. In the BIOS I changed the setting back to normal, then exited and opened Task Manager. My CPU remained at 3.9 GHz despite that change.

In the bios, locate the save and exit options and choose the reset to optimized defaults feature, then confirm your selection.

The rates are fluctuating a lot! It used to be 4 GHz, now it drops to 3.6 and varies further.
