It doesn't matter which account you used to download it from. You can't transfer Steam files to another computer.

PC 1 - Steam account active, game not loaded. No playtime, no installation, logged out from Steam.
PC 2 - Steam account active, game transferred successfully. Starts downloading again but fails to launch.

It seems every online shop follows the same approach. If not, there would be no way to stop someone from purchasing the game and reselling it freely.

You might attribute the issue to Steam, so consider purchasing a title from Origin or Uplay and attempt the transfer—results will likely not succeed.

You can purchase a game and copy it to 100 computers. However, your Steam account remains exclusive to you and won’t allow simultaneous access for 100 users. You’ll own the game, but playing it requires your specific Steam login that won’t work for others at once. Upgrading your hard drive means re-downloading every title again? That’s frustrating.
