So here's my problem: my country's (and bank's) policy makes making pay pal accounts near impossible for me. I have the money, but I cannot get the game. Does anyone have a "spare" star citizen account I can use? I currently have 3 game codes in my steam library which I can trade. That's the only thing I have

Sorry, but this seems unlikely based on what I know. It would violate the rules, and you might face consequences like losing your account. No one appears interested in sharing accounts or ships with others.

An option is to exchange cash for Steam Cash, after which the recipient would donate the corresponding ships.

I wish I could, but the issue is my bank won’t let me use PayPal. It could be blocked. I’m running out of choices, which is why I wrote this post.

I attempted, but because my parents' banks are identical to mine, they won't assist.

Have you experimented with switching to Stripe as a payment method? Some Australians reported success using the Stripe (UK) choice in the checkout dropdown when their cards failed with other options. Store-bought pre-paid Visa cards have been effective for those who often rely on Paysafe, though CIG rejected Paysafe transactions. Amazon also offers pre-paid Visa cards in many locations.

I reside in Indonesia, a country that isn't always considered highly advanced.

I agree with Kevin. A good choice would be to purchase a pre-paid visa or buy Star Citizen gift cards through Amazon. I think you can also use Amazon to settle Star Citizen expenses.
