If I enable AI Overclock in BIOS it will raise it to 5.4GHz, but the CPU will throttle and usage will jump from 100% to 10% to 100% again during tests. If I adjust power settings in Windows to 99% with AI Overclock enabled, it should run at about 4.8GHz at around 50°C. Why can’t I reach 5.2GHz stock? If I manually apply an overclock in BIOS without AI Overclock, it will revert back to the 2.7GHz clock and the utilization graph will show a drop from 100% to 10% during benchmarks. At 99% power with AI Overclock on, temperatures stay around 50°C.**

4x Noctua A14 industrialPPC-3000 as case fans? That sounds insane—your setup will blow up and shatter windows because of the over 100dB noise! Instead, opt for reliable case fans that spin smoothly at around 1000 RPM. Your build is great overall; just consider upgrading to something faster like the 5600CL36 or adding more RAM. You didn’t mention an NVMe SSD, but if you do have one (or several), it might help. For your problems, reset CMOS, update the BIOS, enable PBO, and test in CB23. Don’t let CPU usage drop below 100%—it can ruin everything.

I've reset the CMOS and am using the newest BIOS. When PBO is active I'm seeing a 2.7Ghz frequency. With AiOverclock it's hitting 5.4Ghz, though it will drop significantly during tests. If I adjust the clock manually in BIOS it drops to 0.54Ghz.

It's clearly unusual if the PBO delivers a 2.7GHz clock without any temperature problems! A faulty CPU would be the likely cause.

Turning off PBO and activating AIOverclock results in a 5.4GHz clock, yet the frequency fluctuates between 5.4GHz and 540MHz as observed.

With AIOverclock active, maximum CPU temperature typically stays near 80 degrees.

Never encountered such a sluggish clock, CPU appears faulty, or BIOS is acting erratic

The main issue appears to be the cooling system not functioning properly. You should notice extremely high temperatures even when the engine is idling. Did you recently reinstall Windows? If so, it’s likely a faulty CPU, as there’s no logical reason for the unstable clock readings.

Currently idle, temperature is 40°C. Windows haven’t been fully reinstalled yet—maybe it’s time to proceed.
