It's incorrect, you can buy retail keys. Many sites display OEM and Retail keys under those labels, though SCDkeys and Kinguin also follow this practice.

We recently had a big disagreement about this on another forum. I purchased a retail key from one of them and faced a problem that required me to contact Microsoft directly, which they resolved smoothly. Frustrated by these gray market debates, it’s not worth spending 140 USD on a home edition of Windows 10 when it’s available for free.
