The issue is that my situation (Circle CC 830) only allows coolers up to 155mm tall, whereas I intended to purchase the Cooler Master Hyper 212 EVO which reaches 159mm.

If you have sufficient room, the Noctua NH-U14s or NH-D15s are certified to handle a 91w I7-7700K with a max overclock.
