I understand your concerns about the CPU limitations. The AMD DVR might be a better option since H.264 encoding is already compressed.

Encoding and capturing x.264 isn't supported, but you can reduce file size afterward with x.264 compression. AMD DVR leverages your GPU similarly to dxTory AMD VCE via OpenEncodeVFW, making it probably the strongest option.

For editing in Premier or Vegas, Handbrake is the top choice. Many YouTube tutorials can help you achieve high quality, though uploading a 1080p video there caps it at around 4000Kbps. A 720p version usually stays at about 2500Kbps.
