Throughout my ongoing issues with packet loss, it seems my router is the main culprit. I’m looking for a replacement that matches my budget and can support streaming and gaming simultaneously. A spare PC could work as a PFSense router, but I’m unsure about setting it up.

Well, it really depends on how many people are using the network. What router do you use now. And what's the usage of the people (beside yourself) using it. Do you already have any kind of wireless access point right now beside the router itself? Some better details would be nice so people can recommend things more easily. If you want to use your old PC for pfSense, there's a lot of tutorials on YouTube. Here's one.

Did you purchase and set up the current router, or was it already present when you moved in? Which model is it? Before purchasing a new one, consider updating its firmware—it usually resolves many common problems.

They purchased it a few days prior to my move-in. I've reviewed every troubleshooting method, firmware and driver updates, QoS configurations, and adjusted the MTU size. I recognize it's the router since using my computer directly connected to the modem resolved all problems.

All your issues disappeared after connecting it straight to the router. Are you constantly using Wi-Fi while watching videos? That Netgear AC1750 is a solid choice.
