I was considering an alternative approach that might bring the total closer to 100 after shipping and taxes, but I overlooked the fact that VAT would still apply.
Monitor your local sales channels (Marketplace, Craigslist, Gumtree, etc.) for 7th generation and back Intel items. As October approaches, prices are expected to drop further. It might also be useful to search for more recent components like the 10100 or similar parts. The 10th gen i3 offers performance comparable to a 7700, possibly with slight improvements.
Add an sff gpu if you can stretch the budget a bit, you might consider a 310-a380. However, if you're locked in, look for models like GT 1030, RX 550, Radeon Pro WX4100, and possibly a 750ti if you manage to find one. It could also work with older custom builds, such as 2nd or 4th generation Intel. The choice depends on the games you play, but an i7 from that era would be ideal if possible. If you can't get the budget for it, an i5 2500k-i5 4690k on a Z68 motherboard would be great with an OC. Based on that, aim for around $60 extra for RAM and GPU. The GPU options in that range would be GTX 670, GTX 560, or R9 270. You'll need to invest a bit more for a decent case, but Optiplex cases are quite affordable.
if you're opting for the budget option, the top choice would be a Dell Optiplex 9010 before Dell began experimenting with various power supply standards. look for one with an i7 processor—you should fit that power supply without any problems. avoid the SFF boards, as they usually have PCIe limits of around 35-50 watts. stick with Tower models instead.
I might look for options with an i5 8400 or better since Windows 10 is being phased out soon. This could give it more time to work.
