My system configuration is ready at the provided link. I'm searching for a CPU cooler under $30 and considering downdrafting for my build. Would that work?

In the $30 range, the top cooler you'll find is the Hyper 212 EVO. Before switching to the H100i for higher overclocking potential, I ran my FX 8370 at 4.5Ghz and 1.26V on a Hyper 212 EVO, with temperatures staying below 60°C under Prime 95. I also installed two fans in a push-pull setup on the Hyper 212 EVO for improved cooling, giving you flexibility to upgrade back to the Hyper 212 EVO later if desired.
