or should i simply get an atx case psu and a full-size gpu? because i also want to play warzone, but my gpu is too weak right now. maybe a quiet 500w psu and an rx 570, or a 5500xt? because right now in my country the 5500xt is more affordable than the 570.

Changing OEM parts into an aftermarket case often causes issues—like mismatched I/O shields, non-functional power switches, LEDs, and USB ports. It tends to create more problems than it solves. You might also struggle to find a compatible upgrade power supply for the case. What is your budget?

Just keep in mind that the delays might not be from your side. Try playing and testing at various times of the day. Additional notes: First: "At this moment the 5500xt seems to be cheaper than the 570, but for a reason." How much more is it? Be cautious about fake items... Second: Examine the hardware and software needs of the games you play closely. Make sure your current setup meets or surpasses those requirements. Third: PSU. Use suggested power calculators. Fourth: Keep using tracert and pathping. Test again at different times. The cause of the lags could be outside your control. The main goal is to find the source of the performance issue.

You may be able to transfer the CPU, cooler, RAM, and storage drives from your Optiplex using a compatible motherboard, though most other components will probably not work.

It's around 30-50 euros less, genuine from a well-known brand in my country (the seller), and the model I was considering is the MSI RX 5500XT with 8GB RAM.

i will install a quieter cpu cooler while keeping the same mobo, cpu, ssd, and ram from my old pc. since it's a dedicated motherboard, i need to somehow adapt my current power button for the new case.
