Certainly, as BlueChin mentioned. If you're closing your laptop and need Windows Hello, consider using a webcam that supports the feature—such as the Logitech BRIO webcam—or a USB fingerprint reader that's compatible with Windows Hello.

I’m not aiming to completely turn off biometrics, just to have it always return to the password screen. An external Windows Hello webcam might be the solution, though it feels like more work than simply clicking a button each time I need to log in at my desk. It seems odd to me that Microsoft would go this far, possibly just leaving remnants from an older version of Windows—it looks quite outdated for my use case.

The problem lies in the fact that even if a method existed, using biometrics would still require manually changing your login at the start, which doesn’t save you time. Why maintain it? Some settings are restricted in Safe Mode, as noted by @GoodBytes—this is likely a limitation.

Question posed, I missed it. Every "answer" is identical. Differences appear across Windows updates, and Microsoft offers its own utility, so it’s best to rely on the official tool.
