I received a 1070 and have been attempting to overclock it, but when using the Heaven 4.0 benchmark, any adjustments only show it at 1911mhz. Why is this happening? I keep trying and nothing changes. It's an Asus Rog Strix Non OC version. Please help, I'm having trouble.

Also, does increasing the GPU memory improve performance? Should I consider changing that as well?

I believe the heaven benchmark isn't detecting the overclock properly. Or maybe you don't notice higher FPS when overclocking, I'm not sure. Yes, increasing GPU memory does improve performance, but only a small boost in FPS.

I believe the heaven benchmark isn't capturing the overclock properly. Or maybe you don't notice higher FPS when overclocking, I'm not sure. And yes, increasing GPU memory does help performance, though only a small improvement in FPS.
