My server runs locally on my home network with stable WiFi connections and works fine across different locations. I can also connect to other public servers using cellular data without problems. This functionality seems to be built into the setup rather than just a limitation. The configuration uses Java 1.18.1, Forge modded with 70 mods on an ML350 running Windows Server.

You can link to your Minecraft server even if not using your Wi-Fi, as long as you’ve set up the necessary port forwarding. Otherwise, it’s just a local LAN setup.

Go to port 25565 and enter your public IP address in the provided field to connect. As Levent mentioned, you're essentially running a local LAN server.

Port forwarding looks fine. I can access it from various spots outside the home network, like my daughters' house. I'm using my phone's hotspot to connect my laptop, and this setup lets me join other public Minecraft servers. It seems the problem isn't with bandwidth or my internet service provider.
