Do you have a dedicated card except A8 integrated graphics and if yes is it an AMD or Nvidia card? What version of Ubuntu did you install?
Which Ubuntu release are you using? Some older hardware struggles with 16.04 or 16.10. What graphics driver are you running? Newer AMD cards offer various options and acceleration packages. This might point to VDPAU and VAAPI lacking proper links, as they handle video acceleration. You can test this with the "vainfo" and "vdpauinfo" commands in the terminal. They’ll display some irrelevant data that you can usually ignore. If you see an error, it means the needed packages aren’t installed by default. Unfortunately, your card is from just before many of these problems were resolved with the updated AMD drivers.

There aren't any drivers listed. It appears only your PCIe devices are shown. To view attached drivers, run "lspci -v". The available drivers should be ATI/Radeon, fglrx, or Catalyst Legacy. Those aren't compatible with his GPU. Since his GPU is based on Southern Islands, an older legacy version of Catalyst would be needed for proprietary drivers.
