Entering the adapter settings and setting the speed to 1.0Gbps can cause issues if there’s a problem somewhere in the transmission path. If connectivity drops, it indicates a malfunction occurred during the process.

Broken LAN card can push speeds up to 100mbps. I think the drivers might be faulty.

Did your brother's computer experience the same issue?

It might be only a minor software conflict. Try installing Linux to test gigabit performance.

The connection runs at 1Gbps on Ubuntu 18.04.1 LTS. I’m sure my Ethernet card is functioning properly, yet I keep reinstalling Windows whenever this speed issue appears. It’s unclear whether the driver is the cause.

For a complete system with extra PCIe ports, an Intel Gigabit card is strongly advised. Their software performs better and runs more smoothly due to improved efficiency. It's interesting you used Realtek’s 934Mbit—most models stop short of that speed.
