I've experienced this problem for some time now. My laptop occasionally caps its CPU usage to around 20% (about 0.5Ghz) and remains at that level for several minutes. This only happens on Windows 10; it didn’t occur with Linux. I’ve also noticed none of my applications are affected—even after reformatting and installing a fresh Windows version, the issue still appears randomly. The only clue I’ve gathered is that in Intel XTU, the system alerts me about Power Limit Throttling. I’ve tried different fixes and followed various tutorials, but no lasting solution has been found. If anyone knows what this means or how to resolve it, please help!
It happens during intense activities such as gaming and running several videos at once. Instead of boosting CPU usage for quicker loading, the Task Manager displays around 20% utilization, while everything slows down and lags significantly.
